WATER & SEWER RATES

Water and sewer rates in the Village of Bloomington are set by different authorities and processes. Brief explanations of those differences are included below, along with a table of current water and sewer rates in the Village.   

WATER

Water rates in the Village of Bloomington are set by the Wisconsin Public Service Commission (PSC) via the Water Utility's tariff, a document that outlines water rates and Utility operating rules. The Utility, which is registered with the PSC as the Bloomington Municipal Water Utility, is not permitted to operate outside the parameters set in this tariff, and all requested changes must be approved by the PSC. The Utility's tariff was last updated in 2025, and current rates have been in effect since June 23, 2025. A copy of the most current tariff is available below or at the Village Office.


UPDATE:

The Village of Bloomington submitted a request to the Wisconsin Public Service Commission (PSC) to raise water utility rates in February 2025. This application was recommended by a recent financial study, and is intended to ensure that the Village's water utility can cover both capital and operating costs. The application proposed an average increase of 116.56% across all Village water rate components (base, usage, fire protection, etc.). As a result, the water bill for an average residential customer with a 5/8 inch or 3/4 inch meter who uses 8,000 gallons of water per quarter would increase from $52.91 to $114.58, which includes the overall increase from the rate case and Utility's request to switch from municipal to a combination of municipal and direct Public Fire Protection (PFP) charges. The PSC has final authority and determines the new rates.   


Public Fire Protection fees are levied on Utility customers under its PSC tariff. These fees are intended to fund maintenance and operations such that the water supply system may remain compliant with Wisconsin fire protection requirements.

SEWER

Sewer rates in Village of Bloomington are not subject to PSC review and approval, and are instead set by the Village Board. The most recent sewer rate change was approved by the Village Board on October 7, 2024 and took effect on April 1, 2025.  The current base rate per quarter is $61.58 and volume charge is $6.73 per 1,000 gallons.

QUARTERLY UTILITY BILLING

Utility bills are issued quarterly for water and sewer service. Payment of the quarterly utility bill is due on the 20th of the month following the billing date shown on the invoice. A late payment charge will be added to bills not paid by the due date.  Failure to receive a quarterly bill, or your absence from the Village on the due date, will not serve as a claim to waive late payment charges. 


All water and/or sewer account balances that are outstanding as of September 1 will be placed on your property tax bill with an additional 10% penalty. The outstanding portion of your account that is applied to the tax bill includes the third and fourth quarters of the previous year, and the first and second quarters of the current year, plus any interest. You have until October 31 of each year to pay your account in full to avoid the 10% penalty. 

BILL PAYMENT OPTIONS

Pay in Person:  The Village of Bloomington accepts payment of utility bills in cash, check, or debit/credit card at the Municipal Building, 453 Canal Street on Monday - Wednesday from 8:00 am to 3:00 pm. We do not accept credit or debit card payments over the phone.

REMEMBER: It takes at least two business days to reach us if you are mailing in your payment. Mail early to avoid the penalties. 


Online Payment:   You can now pay your water and sewer utility bill online.  Payments can be made 24 hours a day, 7 days a week, 365 days a year.  The Village of Bloomington uses AllPaid (www.allpaid.com).  AllPaid accepts debit and credit cards.  You MUST include your account number when paying your water and sewer bill online and also include your phone number, so we can contact you if there is any issue with your payment.  This is a one-time, non-recurring payment. There is a non-refundable service fee of 2.95% for utilizing online payments which will be applied to your credit or debit payment and automatically paid to AllPaid. The service fee also applies to credit and debit card payments made in person at the Village Office. 


Drop Box:  There is a drop box available during regular office hours or Library hours. The drop box is located on the door of the Village Clerk/Treasurer's office. Cash payments must be placed in an envelope with your name and service address or account number clearly written on the envelope. Excess payments will be applied to your account as credit. 


Pay Station Locations:  For the convenience of our residents, payments of water and sewer bills can be dropped off at Clare Bank and Peoples State Bank.

REQUEST TO START OR END SERVICE

To start or end water/sewer service, please contact the Village Office at 608.994.3851 or clerk@villageofbloomington.com. A one (1) week notice is required. 


Office hours are Monday-Wednesday, 7:30 am-4:00 pm and Thursdays, available by email only.

If you use a title company for closing on your house, the title company normally arranges to transfer the service to the new owner. Please feel free to verify by contacting the Village Office at 608.994.3851 or clerk@villageofbloomington.com.


If your lease states that you are responsible for paying the water/sewer utility bill, you will need to contact the Village Office, if you move, to end service at that address. In order to close that account a final bill is required.


Regardless of the name on the account, charges for water and sewer services remain with the property. If left unpaid, the charges will be added to the property owner's property taxes.
